Message Most manufacturers use sound engineering practices. My guess being an electrical and systems engineer is that a company is given a set of criteria (statement of work) and in that statement, there is some way to determine about what power, etc is wanted and the engineers can integrate RPm into the mix. So while the RPM is somewhat intrinsically dependent on the materials, its is part of the design process: They *know* that the engine should not pass some RPM based on research and analysis, and label accordingly.

Im not sure if its right, or accurate in any way at all...But thats the general way that many engineering firms will deal with constraints.
